At this point, we can’t be exactly sure why your iPhone won’t play voicemails. The voicemail you play in the Phone app on your iPhone is called Visual Voicemail, which downloads your voicemails from your carrier in the form of little audio files, similar to the music files you listen to inside the Music app.

On inbound calls the phone will only ring once the jump to the next step in the call flow whether it is voicemail or another extension. This isn't going to work for all carriers. On mine (AT&T), calling my own number dumped me into the audio voice mail menu and didn't record. You could always try calling the person on the other line again—you'll go directly to their voice mail, certainly. They could send you the recorded "voice mail" conversation after.
