Much better & simpler method: simply phone your own voicemail service. Then one of the options will be to ‘record a voicemail’; after which you can enter the phone number, record & send voicemail.

Sprint: Sprint has its own basic voicemail for you to set up. In order to get there, you’ll need to press and hold the 1 button and create a four-to-ten digit passcode to access your voicemail. You’ll then need to follow the voice prompts to set it up.
If that doesn’t work, you may need to either live with the voicemail notification just sitting there, or you may need to try a full reset of your iPhone. It is a step of last resort but can fix most problems with iOS so maybe worth a try. Just remember to back up your phone if you decide to give it a try.
Use call answering rules to determine what happens when a caller reaches your voice mail. For example, if you have automatic replies turned on, then you could set up your rule to transfer the caller to a different number.
