While it's possible to make an outbound call using the Google Voice app on your iPhone, you can't record them with Google Voice.

New voicemail & password setup. Make sure to set up your voicemail within 60 days of activation or it’ll be automatically removed from your account. From your wireless phone, press and hold 1 or the Voicemail key. Select your language preference. Create a 7 to 15-digit password. Select your preferred greeting.
Go to the Phone app, then navigate to Voicemail. If you've never set up your voicemail, you'll be prompted to do so. Create a voicemail password and confirm it.
Open your Phone app. Tap Voicemail. Select Greeting. By default, your voicemail will be setup with your carrier's generic greeting. To record a custom greeting, select Custom. Tap Record to begin recording your voicemail greeting. When you finish recording, tap Stop. To make sure you're happy with your new greeting, tap Play.
Set up call forwarding To start forwarding your calls, click your profile picture at the top of Teams, then select Settings > Calls. Under Call answering rules, choose Forward my calls, and then select where you want your forwarded calls to go: voicemail, another person, or a call group.
