By default beginning April 2017, voicemail transcription is available for all Phone System in Microsoft 365 users. When you receive a voicemail, the message will be transcribed in the body of the voicemail email you receive in your mailbox. If you do not want to have transcription for your messages, ask your admin to disable it for you.

Before you can use Skype Voicemail, you have to start your setup and record the Voicemail greeting that your callers will hear: Start Skype and choose Tools→Options→Calls→Voicemail from the main menu. The Voicemail window pops up. You can purchase Skype Voicemail separately, or you can get Voicemail for free with a Skype subscription.
Voicemail will give you a brief description of the three steps involved in setting up your mailbox - setting a passcode, recording a greeting for your callers and recording your name. "Enter digits for your passcode." Your security code may not be less than four digits and no more than fifteen digits. For security purposes the system will not accept codes which are consecutive, sequential or your extension. Voicemail will repeat your passcode to you. What you need to record professional voicemail greetings. To benefit from the practice of professional voicemail greetings, you need a business phone system that makes recording, tweaking, and uploading voicemail greetings simple. Rehearse your greeting a few times before you press record. Plan your pauses and select natural places to take a breath. If you are recording directly into your phone don't hold it to your ear like you are talking on the phone. This can produce a muffled tone. Hold the phone out in front of you a few inches from your mouth for the clearest recording. This may require some trial and error. So playback your greeting and make necessary adjustments on your re-record.
